The DigComp Community of Practice (CoP) was created as a collaborative space to support and engage adult education providers and stakeholders across Europe in their digital transformation journey.

Originally, ALL DIGITAL established the CoP on the Basecamp platform to facilitate consultation on the updates of the European Digital Competence Framework for Citizens (DigComp), in close cooperation with the European Commission’s Joint Research Centre (JRC) and DG EMPL. This initiative successfully has brought together hundreds of educational experts, creating a valuable pool of knowledge and practice that needed to be preserved and expanded. More recently, building on this foundation, the DigComp Hub project (2023–2025) has invested in strengthening and scaling up the CoP into a comprehensive environment for knowledge sharing, peer learning, and exchange of best practices related to the use of the European Digital Competence Framework for Citizens (DigComp).

Currently, our stakeholders can find a myriad of interesting content, such as:

  • Access practical resources and toolkits,
  • Participate in training and mentoring programmes,
  • Share experiences and case studies,
  • Learn from peers and explore innovative practices in applying DigComp.

Overview

The Junior Project Manager supports the delivery of EU-funded projects by working closely with the Head of Projects and the project team. The role involves coordinating project activities, ensuring the tasks are always under control, assisting with stakeholder communication, and representing All Digital in external settings when required.

Your Role

As a Junior Project Manager, you will: 

  • Contribute to impactful projects: Support the implementation and monitoring of EU-funded projects. Collaborate closely with project partners to ensure smooth alignment with deliverables and positive impact in Europe.  
  • Create compelling content: Develop communication materials, educational content, draft reports, and prepare presentations to highlight project outcomes.  
  • Support administrative operations: Assist in tracking budgets, coordinating schedules, maintaining accurate project documentation, and ensuring operational efficiency across projects and events.  
  • Assist in event organisation: Plan, coordinate, and deliver online, hybrid, and in-person events to engage stakeholders, disseminate project results, and ensure seamless event operations.  
  • Engage with stakeholders: Represent All Digital at external meetings, conferences, and workshops.

 

Candidate Profile

We’re looking for someone who: 

  • Is passionate about digital transformation: You’re enthusiastic about the power of technology to drive inclusion and education, and you’re eager to contribute to shaping a digitally inclusive future. 
  • Has strong organisational skills: You excel at managing multiple tasks, meeting deadlines, and maintaining attention to detail.  
  • Is a team player: You thrive in collaborative environments, are comfortable engaging with diverse stakeholders, and bring a can-do attitude with a willingness to take on new tasks. 
  • Is fluent in English: You have excellent written and oral communication skills; additional European languages are a bonus. 
  • Is confident with digital tools: You’re comfortable with Word, Excel, and PowerPoint, and willing to learn tools for website management, social media, and email marketing. 
  • Has flexibility to travel: Ability to travel for work as needed. Travel may include attending meetings, conferences, site visits, or training sessions. 
  • Has an interest or background in digital transformation (an asset): You’ve studied or gained experience in areas such as digital education, EU funded project management, or related fields.

 

Contract and Growth Opportunities

This is a Contrat d’Immersion Professionnelle for 6 months, with the possibility of renewal. You’ll receive a monthly allowance of €1,035.20 and work from our Brussels office located in the European Quarter, with some flexibility for remote work based on business needs.

What an incredible two days! The 2025 All Digital General Assembly and its side events – DigCompHub and Green at You – brought together almost a hundred participants for inspiring conversations, collaborative brainstorming, and forward-looking discussions on digital inclusion.

A big thank you to everyone who took part so actively – whether during the formal sessions, the World Café discussions, or the lively networking moments and social activities. It was a real pleasure to connect with our members, learn more about your work, and explore ways to shape a stronger digital future together.

This year’s General Assembly marked a key step in co-designing the future of All Digital. The energy and ideas shared by our network will now help guide how we shape our membership services, projects, communications, advocacy work – and of course, the All Digital Summit.

EU Code Week Hackathon Finals 2024 Celebrate Young Innovators Tackling Global Challenges Through Technology

The 2024 edition of the EU Code Week Hackathon Finals has officially concluded, marking the end of an exciting journey that brought together some of Europe’s brightest young minds to develop technical solutions for an evolving digital landscape. Held online on 30 April 2025, the grand finale brought together seven national winning teams, made up of students aged 15 to 19, to present their projects on a European stage.

Over recent months, 822 participants took part in national hackathons across Latvia, Lithuania, Slovenia, Türkiye, Greece, Ukraine, and France. The top teams from each country advanced to the finals, where they pitched their tech-driven solutions, demonstrating a high standard of creativity and presentation, to a live audience and an expert panel of jurors.

This year’s theme, “Hello, Future – Technical Solutions for a Changing World,” challenged participants to harness their digital skills and creativity to design impactful innovations.

The online event was opened by Altheo Valentini, Chair of the Board at All Digital and General Manager of EGInA SRL, who commended the participants for their ingenuity and commitment:

“Creative minds across Europe have come together. I’m excited to see the results of your teamwork and dedication. This hackathon showed that digital skills can empower talent, communities, and the world.”

Winners and awards

Three outstanding teams were recognised for their innovative projects:
Lithuania’s Codeocrats received the Jury Award for Briefify, a tool that enhances digital productivity through intelligent text summarisation. Ukraine’s Trident earned the Audience Award for FocusED Baby, an educational assistant designed to improve focus and learning in young children. The Combined Winner, Greece’s Synergy Solutions, impressed both jury and audience with Remedy, an intuitive healthcare platform that streamlines access to treatment and medical support.

As the overall winner, Greece will receive a remote internship with UnyoCorp, mentorship from Matrix, inclusion in the All Digital Hall of Fame, and official certificates. Lithuania will receive Micro:bit kits, Matrix mentorship, Hall of Fame inclusion, and certificates. Ukraine will benefit from personalised coaching from All Digital, Hall of Fame recognition, and certificates.

Event highlights

The final was hosted by David Mekkaoui, CEO of All Digital, and co-moderated by Firdeus Kasaj, a past hackathon winner and CEO of UnyoCorp, who shared his experiences to inspire the next generation of digital changemakers. The panel of expert jurors included:

On Friday, 11 April 2025, the closing event of the campaign opened with an inspiring message from Henna Virkkunen, Executive Vice-President of the European Commission — a powerful reflection on why digital inclusion and skills remains a top EU priority.

Virkkunen highlighted how, during the three weeks of the campaign, All Digital significantly contributed to a shared European goal: boosting digital skills across Europe. As life becomes increasingly digital, educating digital citizens is not optional — it is essential. The Union of Skills, unveiled on 5 March 2025, demonstrates that skills are at the top of the Commission’s agenda. It offers a clear roadmap — uniting education, industry, and policy to train 20 million ICT specialists and ensure that 80% of adults have basic digital skills by 2030.

She also emphasised that tackling the digital and gender gaps isn’t just the ethical thing to do — it’s smart policy. Through new academies and youth competitions, we’re empowering the next generation, and success depends on working together.

A clear message from Henna Virkkunen that we will carry forward: “There is no digital future, no truly digital society without the right digital skills.” This powerful statement set the tone for an event filled with celebration, reflection, and renewed commitment to action.

All Digital’s CEO David Mekkaoui welcomed the participants with a powerful mission statement:“Imagine a Europe where every citizen has the digital skills to thrive in an increasingly digital world and to fully embrace creativity, productivity, and well-being. That’s the vision driving All Digital”.

Altheo Valentini, President of All Digital, followed with a strong call to sustain the momentum of the campaign by joining the event live from their Intergenerational Digital Fest in Foligno showcasing the real impact of the campaign events on the ground.
This was an event where 80 kids from Italy, Hungary and Bulgaria, together with educational professionals and senior learners from Poland, Greece, Spain, Hungary and Italy had the opportunity to explore the world of stop-motion animation and co-designed short cartoons.

The energy of the opening was high.

 

 

Expert debate: Voices of digital inclusion

The expert debate moderated by Selin Tagmat, Head of European Communications at All Digital, brought together leaders from the European Commission, Microsoft, and All Digital to explore how we can truly advance digital inclusion across Europe—not just in theory, but in practice:

  • Georgi Dimitrov, European Commission, Directorate-General for Education and Culture, emphasised the importance of moving beyond consultation to true co-creation. He shared how the Digital Education Hub connects practitioners with policymakers — ensuring initiatives like AI education guidelines are shaped by real-world insights. Digital transformation, he noted, must treat digital skills as fundamental as reading and mathematics.
  • Andreea Calbeaza, Senior Manager, Government Affairs, Microsoft, spoke about the power of collective action, the human impact of digital inclusion, and Microsoft’s commitment to building trust in technology. From accessibility to AI literacy, Calbeaza highlighted the need for public-private partnerships to ensure no one is left behind in Europe’s digital transformation.
  • Peter Palvolgyi, COO of All Digital, reminded us that grassroots stories are at the heart of the campaign. All Digital plays a vital role in bridging local communities with EU policies, ensuring that voices from the ground are heard at the highest levels. From supporting informal learning spaces like libraries to co-shaping EU frameworks, this bridge is crucial.

 

Selin Tagmat, wrapped up the debate by tying together all the points addressed:  co-creation, partnerships between policymaking, industry and civil society, and building long-term trust in technology by integrating inclusiveness at the beginning of any technological development process. It’s about ensuring that the digital transition is inclusive, responsible, and human-centred. From hackathons to policy development, digital inclusion is everyone’s responsibility. And bridging the gap between grassroots realities and high-level strategies is not optional—it’s essential.

Awards ceremony: Campaign events with most impact

The awards ceremony concluded the event with an inspiring celebration of grassroots movement for digital inclusion across Europe. Five powerful case studies highlighted creativity, resilience, and impact. These initiatives were selected for their outstanding contributions to each of All Digital’s focus areas:

Access to Digital
Austria – ICDL Teacher Education

A local initiative tackling digital exclusion and ensuring everyone has access to digital tools and opportunities.

Digital Upskilling
Latvia – Hello Future Hackathon

A team of young girls from different cities collaborated remotely in a hackathon to promote gender equality in tech. Their message: “Girls can code — and have great ideas too!” The event showed that peer learning, teamwork, and inspiration can come from sisters, friends, and classmates alike.

AI & Emerging Technologies
Cyprus – FIRST® LEGO® League Cyprus 2025

A public technical school empowered 200 young participants through robotics, coding, and teamwork. The event promoted AI awareness, environmental responsibility, and participation in international digital initiatives — demonstrating that age, gender, or background should not limit digital access.

Digital Well-being
Czech Republic – Národní finále kybersoutez.cz

An initiative promoting digital well-being through a large conference and AI training workshops for educators. It offered methodological support and encouraged responsible, safe technology use — a collaborative effort involving academia, government, and civil society.

Digital Skills Policy
Italy – Digital Empowerment in Healthcare and Health Events
With over 200 participants, this initiative engaged citizens in discussions on digital health, rare diseases, and data rights. It bridged patients, policymakers, and technology, emphasising digital health literacy and the importance of inclusive regulations.

David Mekkaoui concluded: “What all these initiatives have done deserves a big stage.” And that’s why the winners were rewarded with a trip to Malta to join the All Digital Summit 2025.

Just before closing the event, David highlighted that these winners represent a movement — not just a policy. The campaign reached out to over 65.000 people through more than 700 events: From rural schools to coworking hubs, from trainers to legal champions — this community is shaping a more inclusive digital future.

We officially kicked off this year’s All Digital Weeks campaign on 17 March in Brussels with a dynamic launch event that brought together 50 participants from across Europe. 

The day featured a high-level panel discussion, a powerful live testimonial from a learner who benefited from digital skills training, an interactive brainstorming session, and the official campaign presentation – all setting the tone for the three-week digital inclusion campaign.

High-level panel: Voices of digital inclusion

Moderated by our CEO David Mekkaoui, the panel sparked powerful reflections and bold ideas:

  • Andreea Dima, MAKS, shared how digital skills training provided through the All Digital network is transforming lives by helping people reach their full potential and access job opportunities.
  • Elisa Gambardella, President, Lifelong Learning Platform (LLLP), reminded us that lifelong learning is essential for ensuring no one is left behind in the digital transition. 
  • Victor Negrescu, Vice President, European Parliament, MEP Romania, called for concrete measures and clear budget allocations for digital upskilling at the EU level and emphasised that AI must bridge gaps and not widen them. 
  • Nathalie Pensaert, HR Director, Council of the EU, addressed the impact of digital fatigue in the workplace and the urgent need for better tools and policies to support digital well-being. 
  • Riina Vuorikari, DigComp expert, advocated for the vital role of digital competences and the DigComp framework in helping citizens confidently navigate the digital world.

All participants joined an engaging interactive session, facilitated by the All Digital team and supported by experts from the panel discussion. Together, they developed actionable solutions to help overcome barriers to digital inclusion across All Digital’s five key focus areas. Here are some highlights:

  • Provide training on privacy, digital footprints,and the safe use of technology

Can you introduce All Digital and explain how it supports the digitization of individuals in Europe?

First, I want to thank Unioncamere Europa for the opportunity to share how All Digital contributes to Europe’s digital transformation. In a time when businesses, public institutions, and individuals alike are navigating rapid technological change, conversations like these are essential.

Now, imagine a Europe where every entrepreneur, every employee, and every citizen not only has the digital skills to thrive in an increasingly digital world but also feel empowered to fully embrace creativity, productivity and well-being. That’s the vision driving All Digital—a European network dedicated to equipping individuals with the digital skills they need to navigate and shape the economy of tomorrow and an inclusive digital future.

At the heart of our work is a network of organizations across Europe, from digital competence centres to training providers, all focused on empowering individuals with essential digital skills. Through our members, we help people develop competencies in areas such as digital communication and collaboration, data literacy, cybersecurity, coding and AI—skills that make workplaces more resilient, innovative, and competitive.

Competence centres play a key role in this ecosystem, acting as bridges between technological advancements and their real-world applications. By joining All Digital, they gain access to a strong European network that amplifies their impact, connects them with like-minded organizations, and provides opportunities to share best practices, access EU funding, and influence digital policy discussions. What EU initiatives or policies are fostering the adoption of digital technologies among individuals, and what are the main obstacles?

The European Union has implemented several initiatives to promote the adoption of digital technologies among individuals. Programs like the Digital Education Action Plan (2021-2027) aim to modernize education and training systems, while the European Digital Skills and Jobs Coalition brings together stakeholders to bridge the digital skills gap. Funding mechanisms such as the Digital Europe Programme provide resources for advanced training, and the European Digital Innovation Hubs (EDIHs) offer practical support for businesses and citizens adopting digital tools. Despite progress, several challenges persist, limiting widespread digital engagement.

One of the biggest challenges is the digital divide, which isn’t just about access to the internet but about real opportunities. Too often, policies focus on infrastructure, but what good is broadband if people lack the skills to use it effectively? Digital education should be treated as a public utility, as essential as electricity. We stand for systematic, long-term investment in empowering citizens and especially young generations for a digital future, ensuring that up-to-date digital skills are integrated in curriculums at all education levels, rather than relying on fragmented, short-term projects.

A second challenge is Europe’s inconsistent approach to digital skills development. Right now, whether someone gets the right digital training depends too much on their country or region. We propose anchoring national strategies in existing frameworks like DigComp, ensuring that everyone, from jobseekers to professionals, has access to comparable, high-quality training. A European-level certification for digital skills—recognizable across industries—would also help individuals transition seamlessly between jobs and countries.

Technology evolves faster than most institutions can adapt. AI is already reshaping the workplace, but many digital skills programs still focus on basic IT literacy. This mismatch leaves businesses and workers unprepared. We stand for incentivizing rapid curriculum updates for training providers and integrating hands-on AI training across all education levels. Every worker should have access to on-the-job AI coaching, helping them use automation tools in real-world tasks, not just in theoretical settings.

There’s also a growing trust gap with digital technologies, particularly around AI and data privacy. Many citizens hesitate to fully embrace digital tools because they’re unsure how their data is used. Instead of broad awareness campaigns, we propose targeted digital rights training embedded into public services—when someone applies for a loan online, books a medical appointment, or accesses government benefits, they should immediately be offered a micro-learning module on data privacy and security.

These aren’t abstract policy discussions—they’re practical, scalable solutions. The goal isn’t just to get more people online; it’s to make sure they thrive in the digital world. That’s the future Europe should be building.

What are your most recent European initiatives or projects for upskilling and reskilling individuals, and how can they get involved?

Europe has set ambitious goals to accelerate the adoption of digital technologies among individuals, with programs like Erasmus+ and Horizon Europe playing pivotal roles in this transformation. But what does this mean in practice? From our work at All Digital, we see the impact of these initiatives firsthand—where they succeed and where individuals still face barriers.

To make real progress, collaboration is key. We work with training providers, digital competence centres, and education stakeholders to ensure digital skills reach those who need them most.

Through Erasmus+, we participate in projects like HER TECH, which empowers women in tech, tackling gender disparities and fostering inclusivity in digital careers. Similarly, the PERMA DIGITAL project applies a whole-school approach to digital well-being, ensuring that students and educators alike develop healthy, sustainable relationships with technology.

The DIGITAL FIRST project is revolutionizing digital education by treating informatics as a core skill for thriving in a tech-driven world and. The project calls for tailoring a new educational approach for today’s children, the digital natives, who arrive at school already with a certain set of digital skills.

As digital transformation reshapes industries, individuals often struggle to keep up with evolving skill requirements. That’s why projects like CONVERT exist—to help people acquire the digital competencies needed for future-proof careers.

Under Horizon Europe, initiatives like T4R (Twin 4 Resilience) focus on enhancing resilience through digital twins, helping professionals apply advanced digital tools to real-world challenges.

These projects showcase how EU funding drives innovation and inclusion, but progress isn’t automatic. We need strong partners—educators, policymakers, and local organizations—to make digital training more relevant, more engaging, and more accessible to everyone.

What additional funding measures or incentives could the Commission introduce to support individuals’ investment in skills acquisition to accelerate the digital transition?

Imagine a Europe where no one is left behind in the digital transition—where every individual, regardless of age, background, or profession, has the tools to adapt, innovate, and thrive. That vision isn’t just about technology; it’s about smart investment in people. Today, digital skills define economic opportunity, yet too many people struggle to access the training they need because financial barriers still stand in the way. The question isn’t whether we should fund digital upskilling—it’s how we do it effectively, at scale, and in a way that truly empowers individuals.

We advocate for Individual Learning Accounts (ILAs), giving every citizen a personal fund for digital training that they can use when and where they need it. Learning must be as accessible as water—always available, always relevant. We stand for large-scale adoption of micro-credentials, backed by financial incentives, so that people can upskill rapidly and flexibly, gaining recognized certifications for shorter but powerful learning experiences unlocking real job opportunities.

Financial barriers should never prevent someone from improving their skills. That’s why we recommend tax incentives and credits for individuals and employers investing in accredited digital skills training. Whether it’s through direct subsidies or co-financing models, making training more affordable means more people will take advantage of it. And because education should always reflect real-world needs, we advocate for public-private partnerships to ensure that training programs are built with industry insights and lead directly to employment opportunities.

Crucially, we stand for targeted grants and vouchers to boost diversity in the digital economy. Digital transformation must include everyone—not just the digitally native or well-connected. Financial support should prioritize those who need it most, whether it’s women, older workers, or those from disadvantaged backgrounds, so that Europe’s digital workforce is as inclusive as it is skilled.

The Digital Education Action Plan DEAP 2021-2027 is a comprehensive framework to modernise European education and skills in the digital era. In June 2022, the European Commission published a bundle of related proposals. As the European Commission is reviewing the implementation of the Digital Education Action Plan, this paper focuses on the positive and negative aspects of the recommendations. It provides actionable suggestions for their effective implementation. ALL DIGITAL has been involved in the implementation of mainly five actions of the Digital Education Action Plan 2021-2027.

Overall, ALL DIGITAL endorses the proposed Council Recommendation on enhancing the provision of digital skills in education and training and urges Member States to swiftly reach consensus on its adoption, coupled with a robust commitment to its implementation. We remain committed to supporting the European Commission and Member States in their efforts to foster the inclusive and accessible development of digital skills for all.

Key recommendations

ALL DIGITAL sustains the European Commission’s initiative and suggests continuing support:

  • Initiatives that address the digital divide;
  • Member States in setting and achieving national digital education objectives aligned with EU-wide goals, fostering a cohesive approach across Europe;
  • Initiatives aimed at equipping all age groups with digital skills (LitelongLearning approach);
  • Teachers’ Professional Development;
  • Vocational Education and Training (VET) sector.

ALL DIGITAL proposes the following improvements:

  • Expand the scope of DEAP to include informal and non-formal education.
  • Increase civil society involvement in digital education initiatives.
  • Promote gamified learning solutions to enhance engagement and retention.
  • Accelerate the implementation of the European Digital Skills Certificate (EDSC).
  • Provide comprehensive guidelines and resources for involving families in digital literacy efforts.
  • Integrate emerging technologies, such as Al, to strengthen education on disinformation.

In Europe, 44% of citizens lack basic digital skills, leaving millions excluded from job opportunities, education, and essential services. As the European Commission begins its new mandate, this digital divide exacerbates inequality and poses a challenge to Europe’s global competitiveness. David Mekkaoui, former CEO of Euractiv, has been appointed CEO of ALL DIGITAL to address this critical issue, starting January 2025.

David Mekkaoui brings a proven track record of leadership and growth from his seven years at Euractiv, where he transformed the organisation into a leading voice in EU media. Now, as ALL DIGITAL CEO, he will guide the organisation in its mission to empower individuals across Europe with the digital skills needed to succeed.
Altheo Valentini, President of ALL DIGITAL, shared his enthusiasm: “David is the perfect fit to lead ALL DIGITAL in addressing Europe’s digital inclusion challenges. Today in Brussels, at the Umbria Region Brussels Office, ALL DIGITAL hosted a policy event featuring the launch of the policy paper ”Challenges and proposals for an engaged digital citizenship”. The event included an insightful policy panel discussion focused on the topics of the paper, with policy representatives from authorities, industry, academia and civil society. Mr. Thibaut Kleiner, the Director for Policy, Strategy, and Outreach at the European Commission’s DG Connect; Ms. Vania Neto, EMEA Skilling Lead, Microsoft; Mr. Christoph Kaletka, Deputy Director of the Social Research Center, Technical University of Dortmund; and Ms. Janine Patricia Santos, Policy Advisor, European Digital Rights (EDRi).

The policy paper, jointly presented by Peter Palvolgyi, CEO of ALL DIGITAL, and Guillem Porres, Project Director at Fundación Esplai, builds upon discussions held during the Summit of Engaged Digital Citizenship co-organised by their respective associations in Madrid in October. The report outlines actionable proposals addressing key societal challenges in the digital age.

During his presentation, Peter Palvolgyi highlighted the importance of bridging the digital divide: “We need to implement policies that ensure equitable access to digital resources for disadvantaged groups and the improvement of their skills.” He then concluded: “We must foster digital well-being. It is essential that digital technologies improve people’s quality of life without compromising their physical or mental health.

Guillem Porres emphasized: “This document of proposals aligns perfectly with 2025, the European Year of Digital Citizenship Education, promoted by the Council of Europe. This is a crucial moment to boost digital citizenship education across Europe, and our proposals aim to significantly contribute to this goal.

The panel discussion, moderated by Altheo Valentini, ALL DIGITAL President, highlighted the significance of convening such a diverse group of experts to discuss the pressing issues surrounding engaged digital citizenship. The discussion focused on the four thematic streams outlined in the policy document: fostering the digital society, media literacy, digital rights and well-being, and digital social innovation. The panellists identified additional areas for exploration and shared best practices for advancing digital citizenship education across Europe.

The formal part was followed by the ALL DIGITAL End-of-Year Reception, fostering further dialogue on how digital transformation can advance inclusion and citizenship across Europe.

KEY THEMES OF THE POLICY PAPER

The paper, informed by the contributions of hundreds of individuals and organizations from over 50 countries, identifies the following challenges and solutions:

  1. Fostering the Digital Society: by minimizing technology’s environmental impact and encouraging empathetic digital interactions.
  2. Educating in Media Literacy, Data, and Artificial Intelligence: by teaching critical thinking to combat misinformation and reducing skill inequalities through expanded access to digital resources and training.
  3. Defending Digital Rights, Online Safety, and Well-Being: by strengthening privacy regulations and promoting responsible and balanced technology use.
  4. Promoting Digital Social Innovation: by developing technology solutions addressing societal challenges and empowering citizens to co-create digital solutions for their communities.

In the last year, the EPISODE project has accomplished several milestones. First, we published a report on the Social Digital Entrepreneur competences needed for teachers in Palestine. This Customised Competence Framework outlines the essential knowledge, skills, and attitudes required to effectively engage in social entrepreneurship within the digital realm.

 

With this report in hand, the consortium developed our own training curriculum on Social Digital Entrepreneurship comprising an onsite and an online part. The onsite training was piloted, in partnership with Learning Innovation Programme of the International Training Centre of the International Labour Organization (ITCILO), with 14 trainers from Birzeit University, Al Najah University, and BuildPalestine, from 26th to 28th June 2024 in Turin. The three-day face-to-face workshop focused on experiencing active learning approaches by demonstrating methods and tools in action. Participants collaborated with peers on session planning, fostering a hands-on and engaging learning environment. They gained insights into the latest educational technologies, including virtual reality and artificial intelligence, and explored innovative techniques to enhance the design and delivery of learning activities.

In parallel, the 14 trainers attended 6 online exchanges between June and July 2024, titled “Tuesday’s EPISODEs”, on cutting-edge technologies and trends in digital entrepreneurship, inviting international experts and practitioners in the different fields, as well as local experts in the same fields to translate the content dealt with to the Palestinian context. In the next phase, the trainers will be divided into groups to produce modules based on the competences framework that the EPISODE’s team has produced in preparation for course delivery to participants from Birzeit and An’Najah universities. The course will be available to all educators and supporters in the social entrepreneurship sector, equipping them with the tools and knowledge to foster a resilient and digitally ready entrepreneurial ecosystem in Palestine and will be piloted in a blended and hybrid format with 50 participants. At present, the trainers and mentors trained so far by the EPISODE project are working on producing the modules and will soon launch the course announcement. Yesterday, the second day of the Summit of Engaged Digital Citizenship ‘Connecting for an Informed and Conscious Society’, attended by over 400 participants, culminated in the much-anticipated ALL DIGITAL Awards ceremony, celebrating the achievements of organizations and individuals who are driving digital inclusion and skill development across Europe.

To honor their innovation, dedication, and the profound impact they have on countless individuals, ALL DIGITAL established the ALL DIGITAL Awards. This year’s ceremony, held in the auditorium of La Nave, brought together over 100 participants from our network, who enthusiastically applauded the remarkable achievements, hard work and passion of both the nominees and winners.

The six awards were presented by members of the ALL DIGITAL Board and Advisory Board, recognising the vital contributions of trainers, educators, and digital resource developers in advancing digital inclusion across Europe. Check the categories and the winners here below.

This morning, we had the honor of hosting representatives from two major institutions: the Council of Europe (CoE) and the European Commission. Ahmet Murat KILIÇ, Head of the Digital Transformation Unit in the Education Department of the Directorate of Democracy at the Council of Europe, and Thibaut Kleiner, Director for Policy, Strategy, and Outreach, at DG Connect, European Commission, each delivered keynote speeches to our audience. Their addresses focused on key themes of digital citizenship and digital transformation.

Ahmet Murat KILIÇ highlighted the Council of Europe’s role in promoting digital citizenship education to address the challenges posed by emerging technologies.

Soon after, Thibaut Kleiner joined us online from Brussels to address his speech to the audience. Mr. Kleiner emphasized that EU citizens want a human-centered digital transformation that ensures no one is left behind, especially marginalized communities.

Then Angeliki Giannakopoulou, project coordinator at the European Association for the Education of Adults (EAEA), representative of the civil society, underscored the role of adult educators, providers and learners to demystify AI  and cooperate to create decentralised AI systems. These are essential steps for reclaiming our power and engaging as informed citizens”.

During the day experts from across Europe and Latin America engaged in insightful panel discussions, hands-on workshops, maker-space demo experiences, and lightning talks. In particular, ALL DIGITAL presented two projects where its contribution to is crucial: the ”ALL DIGITAL Academy panel: Integrating emerging technologies in education” and the Artificial Intelligence for Adult Learning (AI4AL) workshops, dedicated to trainers focusing on how to adopt AI tools in their courses.

The “Summit of Engaged Digital Citizenship” was a unique event that combined the ALL DIGITAL Summit of the pan-European association ALL DIGITAL with the Digital Rights Forum organised by Fundación Esplai and the Red Conecta Platform. This joint Summit fostered the shared mission of connecting citizens and stakeholders around key themes of digital transformation, inclusion, and ethics. It served as a platform to explore advancements in digital rights and skills while fostering the development of a conscious and engaged digital society.

The rapid evolution of technology and the increasing digitalization of our lives call for spaces dedicated to dialogue and collaboration. These forums provide opportunities to share knowledge, discuss digital rights, and propose innovative solutions. By addressing the digital divide, they strengthen civic engagement and social cohesion, empowering citizens to become more active, skilled, and prepared to face the challenges of the digital age.

We are dedicated to bringing awareness and skills to citizens.

The Summit addressed a wide range of topics, including digital social innovation, well-being, digital rights, cybersecurity, ethics, sustainability, the environment, media, artificial intelligence, and computer literacy. Its goal was to provide a comprehensive understanding of the factors, conditions, and enablers that allow individuals to navigate and thrive in the digital world.

As part of the Summit, the Ibero-American Forum “Doing Politics Together” was also held. This forum focused on promoting essential 21st-century skills among youth, leveraging sports and technology as effective tools for improving employability, access to education, and overall well-being. It also aimed to enhance their participation as active citizens in society.

Based on the contributions of hundreds of individuals and organisations from over 50 countries, structured across four thematic streams, we have identified the following challenges and propose the corresponding solutions:

  1. Fostering the Digital Society. It involves analysing the social and environmental impact of technological development, and how this is achieved by guaranteeing the social inclusion of all people, under criteria of diversity, accessibility and equity. The digital society, like the rest of the communities, must be governed by ethical principles, where educational standards and empathetic relationships that favour constructive spaces are followed. We propose:
  • To assess the environmental impact of technology: develop strategies that measure and minimize the environmental impact of technological development.
  • To promote empathy in the digital environment: foster digital interactions based on respect in online coexistence spaces.
  1. Educating in Media Literacy, Data and Artificial Intelligence. It means equipping people with the skills to engage critically in the digital world. By empowering people, they can better cope with the complexities of the digital age, make informed decisions and contribute positively to society. We propose:
  • To develop critical thinking about information: design workshops on disinformation and train citizens to identify fake news.
  • To reduce digital skills inequalities: facilitate access to digital resources and train people of all ages and socio-economic backgrounds.
  1. Defending Digital Rights, Online Safety and Digital Wellbeing. Digital Rights focus on ensuring respect and freedom for people in the digital sphere. Online security involves the creation of a safe digital environment where citizens are protected from cyber threats and educated on responsible habits. Well-being in the digital context refers to the impact of digital technologies on people’s psychological health. We propose:
  • To ensure data protection and online privacy: create stricter regulations to protect people’s privacy from cyber threats.
  • To promote digital well-being and respect in the digital environment: train for the healthy and balanced use of technologies developed with criteria of respect for people, based on the design of activities that teach how to interact safely and respectfully in digital environments.
  1. Promoting Digital Social Innovation. Social innovation comes from people and involves harnessing digital technologies to address societal challenges and improve the well-being of communities. This includes all sectors of society to leverage digital social innovation for improved competitiveness, efficiency and effectiveness. We propose:
  • To develop technologies for social good: foster the creation of technological solutions that address specific social problems and accompany citizens in their use.
  • To foster citizen empowerment through technology: develop digital platforms that enable people to actively participate in the co-creation of solutions for their communities.

Shared challenges

Providing digital skills to all individuals and groups, without exception, is crucial for fostering empowered citizens. These citizens must be aware of the opportunities and possibilities presented by digital transformation, self-aware of their needs and rights, and capable of actively engaging in adapting to rapid technological changes. This is essential to ensure their full inclusion in society.

For this reason, we call for:

  • To incorporate ethical principles and pursue inclusive use in technological development: promote the creation of technologies with universal design criteria that respect diversity and accessibility, ensuring that they are inclusive and equitable for all groups.
  • To promote the ethical and inclusive use of Artificial Intelligence: seek a more decentralised and inclusive vision of AI that reflects the needs and desires of the educational community.
  • To bridge the digital divide: implement policies that ensure equitable access to digital resources for disadvantaged groups and the improvement of their skills.
  • To foster digital well-being: ensure that digital technologies improve people’s quality of life without compromising their physical or mental health.

The event serves as a platform to share knowledge and insights on the latest advancements in digital education and training, while also facilitating networking and alliances in digital skills, employability and entrepreneurship, media education and STEAM areas. Additionally, it aims to reach agreements on how digital rights are reflected in the various official international documents, to advance in the fight against social exclusion and discrimination, and to promote more conscious and committed citizenship.

Earlier this morning Altheo Valentini, President of ALL DIGITAL, opened the event by highlighting the role of ALL DIGITAL in shaping European policy and enhancing digital skills. He emphasised that, when talking about digital rights, ‘’everyone in Europe should be included, regardless of their citizenship status’’.

In today’s morning keynote speech, Marta Markowska, Team Leader for Digital Education, Training, and Outreach at the Directorate-General for Education, Youth, Sport and Culture, underscored the European Commission’s commitment: ‘’We look to empower young people by boosting their digital skills and strengthening their digital literacy to let them thrive personally and professionally in our society. The Digital Education Action Plan (DEAP) is Europe’s ambitious way forward for resilient and informed digital citizenship’’.

Civil society perspectives were represented in the keynote speech of Anahí Vallejos Mihotek, Director of Innovation and Management at Fundacion Esplai, who stressed: ‘’Digital social innovation empowers communities to solve social problems collaboratively and sustainably, using digital technologies to create a positive and lasting impact. By fostering this innovation, we promote a more inclusive and equitable future, where everyone can contribute and benefit’’.

This year’s event features the Digital Village, an interactive exhibition space divided into thematic neighborhoods, allowing attendees to explore cutting-edge digital transformation projects in a participatory format, stepping into the role of digital citizens of the future. The Village was opened by the Major for a day, Achilles Kameas, Professor at HoU and Director at DAISSY Research: ”To be aware, to be informed, to be engaged: this is what it means to be a digital citizen. Anyone can become a digital citizen!

Over the course of three days, experts from across Europe and Latin America are engaging in insightful panel discussions, hands-on workshops, maker-space demo experiences, and lightning talks. These activities are structured around four thematic streams designed to promote responsible and engaged digital citizenship amidst rapid technological change: Fostering the Digital Society; Educating on Media Literacy, Data and AI; European Digital Rights, Online Safety and Wellbeing: Principles guiding policies; Empowering Digital Social Innovation.

Key themes covered during the event include digital rights, digital social innovation, skills development, media literacy, and one of the most pressing issues facing the sector today: the role of artificial intelligence in shaping the future of education.

The main event to inform and raise awareness on digital rights and skills. This three-day event, which will take place from October 15-17, 2024 in the beautiful city of Madrid, will bring together experts from all over Europe to share their knowledge and views on the latest developments in digital education and training.

The main objectives are, on the one hand, generate knowledge, networking and facilitate alliances in the fields of digital skills, employability and entrepreneurship in the fields of digital skills, employability and entrepreneurship, media education and STEAM. And, on the other hand, to reach agreements on how digital rights are reflected in the different official international documents, as well to advance in the fight against social exclusion and discrimination, and towards a more conscious and committed citizenship.

The Summit will feature four key streams, each focusing on a distinct aspect of engaged digital citizenship:

In the framework of the ALL DIGITAL Weeks 2024 campaign ALL DIGITAL, in collaboration with Mediawijs organised a conference highlighting local and regional approaches to digital inclusion in Brussels, featuring perspectives from academic research and good practices from around Europe.

Digital inclusion remains one of the biggest challenges of the digital transformation. Considering the increasing digitalisation of essential services, the labour market and social and democratic participation, it is those parts of society which already face exclusion or are otherwise disadvantaged who risk being further disconnected and left behind the most.

In addition, there is a lot of attention on this year’s European elections, and on the EU’s regulatory power continuing to make great strides in the digital sector with the AI Act, the Digital Services Act, and the Digital Market Act. However, digital inclusion measures are ultimately implemented on the local and regional level, and in many parts of Europe local elections are taking place simultaneously with the European elections.

The event, attended by 91 participants from 20 countries, was opened by Altheo Valentini, the President of ALL DIGITAL, followed by Alenka Le Compte representing Mediawijs, and Gerardo Franco, Europe Philanthropies Lead at Microsoft who hosted the event at their Brussels Technology Centre.

ALL DIGITAL President, Altheo Valentini stressed that “We try to use the projects (where ALL DIGITAL is involved) as a cooperation opportunity to bring innovation to the digital education sector and also produce something that can be used at local level by our members as a follow up opportunity with a different target group”

Gerardo Franco : “We face two major challenges when bringing our regional / national strategies to local level, one of them is ensuring coherence and cohesiveness : as you translate from national or regional to local level, things might get lost along the way). The second one is ensuring we have efficiency and scalability of our initiatives”

The keynote lecture centred on a research project about “Localising digital inclusion policy: A comparative analysis of local policy responses to digital exclusion in Belgium, France, and Norway”, presented by Dr. Sarah Anrijs from MICT-UGent and Paola Verhaert from SMIT-VUB, who led the research. The report highlighted that ‘’the main challenges that local government face in working on digital inclusion :
• finding suitable and sufficient staff
• generate internal support
• inter-municipal cooperation
• private partnerships
• lack of finance”

Alenka Le Compte, Digital Inclusion Expert with Mediawijs followed by presenting her organisations work in supporting, local governments on digital inclusion in Flanders. She underlined that : “I strongly believe that the place where we need to support these people (i.e. people who have some lack of digital literacy) is at a local level, at local community center […] where they can ask their digital question and digital support. So it is up to us, (the digital inclusion expert or digital inclusion organization) to make sure that this local organizations getst all the tools and skills in order to support people”

The event continued with a panel of inspirational practices, and good practices from Belgium and Europe”. It consisted of Josie Vranken from District09, the IT partner for the city of Ghent, Flanders, Veronique de Leener from CABAN, the Collective of Digital Accessibility Actors in Brussels, representing Belgian perspectives. They were supplemented by further European examples with Liliana Arroyo, Director General for Digital Society with the Catalan government presenting the Catalan Digital Alliance, and Miomir Rajcevic, presenting the Media Education Centre, a non-for-profit NGO promoting information literacy in Belgrade, Serbia. The session was moderated by Norman Rohner, Policy Officer at All Digital.

The event was rounded out by a networking workshop and small group Q&A and discussion session with each small group facilitated by the individual speakers.

The International Launch Event of the ALL DIGITAL Weeks 2024 campaign, themed “What’s next for Digital Skills? Beyond the European Year of Skills and the European Elections” took place on May 14, 2024. Hosted at the prestigious Microsoft Technology Center in Brussels, the event boosted the ongoing conversation surrounding digital literacy and skills development.

As the digital landscape continues to evolve, the ALL DIGITAL Weeks 2024 campaign aims to address pressing issues such as digital democracy, civic participation, social responsibility, the impact of artificial intelligence, and the crucial role of digital skills in employment, entrepreneurship, innovation, and social inclusion. With an emphasis on digital media and information literacy, cybersecurity, and well-being, the campaign underscores the growing importance of digital competences for European citizens and residents alike to face the digital transformation with confidence.

The launch event, opened by ALL DIGITAL President, Altheo Valentini, welcomed an impressive lineup of keynote speakers and panelists, including Georgi Dimitrov, Head of Unit “Digital Education,” DG EAC, European Commission, Jeremy Rollison, Head of EU Policy, European Government Affairs, Microsoft and Elisa Gambardella, President, Lifelong Learning Platform.

In his intervention, Georgi Dimitrov focusing on the DEAP highlighted that: “In 2024, digital education and skills development take center stage as challenges and opportunities including artificial intelligence, disinformation or an ongoing skills revolution – to name but a few – abound. We need focus and dedication going forward and with the review of the Digital Education Action Plan launched in April by the Commission, we invite you to shape its future.”

Jeremy Rollison stressed that ‘’To empower everyone to thrive in the European economy, we have a collective responsibility to bridge critical skill gaps in areas like AI, cybersecurity, and sustainability”.

Elisa Gambardella highlighted: ‘’For Europe to thrive in the digital era we need all people to be able to understand, navigate and take action also in the digital dimension of our lives. We cannot solely focus on high-order digital skills, but we must have high ambitions to invest in digital basic skills and in digital citizenship education.’’

The event continued with a dynamic panel discussion titled “Digital Skills: Equity, Citizenship, Entrepreneurship, Cybersecurity” which featured different perspectives on the relevance of digital skills in the way we learn, work and live and insights from esteemed experts: Anna Carrero, DG EMPL, European Commission; Nina Olesen, European Cybersecurity Organisation; Stefano Kluzer, Research, ALL DIGITAL; Guillem Porres, Fundacio Esplai; Elin McCallum, Bantani Education; Stella Meyer, The Lisbon Council.

The day ended with an enlightening session focused on AI applications for the future of skilling. Following this, participants engaged in a valuable networking session, seizing the opportunity to build synergies and exchange ideas for future collaborative actions and projects.

The Campaign

The ALL DIGITAL Weeks campaign is one of the major pan-European awareness raising campaigns on digital skills for inclusion, empowerment and employment. It is organised by ALL DIGITAL Network, and it has been running since 2010. Since then, the campaign has helped almost 1.5 million people to get online for the first time or enhance their digital skills.

The awareness-raising campaign is run at digital competence centres, libraries, community centres, schools and other venues across Europe. Every year it helps about 100,000 Europeans from 20+ European countries to learn and be inspired by what technology can do for them, focusing on the opportunities given by digital transformation and its effects. The campaign is co-funded by the European Commission.

Over the years, the campaign was supported by Microsoft, Liberty Global, Accenture, Telenet, Cisco, Mozilla Foundation, Certiport.

Education cultivates attitudes, values, and behaviours crucial for building inclusive communities where diversity is not only acknowledged but celebrated. Navigating diversity and fostering inclusion in all educational activities, be they formal, informal, or non-formal, is essential to the development of cohesive societal systems.

In the pursuit of a more inclusive Europe through education, the role of education and training providers cannot be overstated. They are responsible for ensuring quality education and training for all across all age groups, as agents of social inclusion and as stakeholders for policymakers, in shaping education policies. Education and training providers serve as advocates for social justice, actively dismantling barriers and biases, thereby paving the way for a learning landscape that is more inclusive.
The Inclusion Box (iBOX) project wants to be a part of building more inclusive societies, starting with education and training stakeholders.

For this purpose, the partnership developed 3 innovative online training courses which are already taking place this May and June, tackling three core topics: 1. Access and participation in learning processes; 2. Inclusion and diversity strategies in the sector; and 3. Digital transition and blended work methods.

Counting on the experience and expertise of the consortium members, Learning for Well-being Foundation, Cémea France and ALL DIGITAL will facilitate the training courses happening every two weeks, according to each theme.

Upon successful completion of the course, participants will be awarded a certificate of attendance.

As a part of the CONVERT project  (Conversion programme to acquire the digital skills needed by forward-looking careers) ALL DIGITAL is conducting a survey to identifying the ICT skills needed by the labour market and emerging jobs.

About the project:

The twin green and digital transitions are reshaping the way we work and the deployment of advanced technologies, such as artificial intelligence and robotics are expected to create new jobs. Already, the acceleration of the digital transition due to the COVID-19 pandemic has accentuated the digital skills shortage.

To achieve the digital transformation of the labour market, education and training providers will need to develop upskilling and reskilling programmes that are both flexible and certified and incorporate the latest developments in key ICT areas.

CONVERT aims to design and deliver a reskilling programme in the form of short-term training modules enhancing the digital skills needed by today’s digital economy, to reskill recent non-ICT graduates and upskill junior employees (up to 2 years of working experience) towards emerging jobs or new tasks in their jobs.

The reskilling programme will be both flexible and certified using micro-credentials and it will be focusing on the digital competences needed by employers to achieve the digital transition of the labour market, including data analytics and visualisation, programming languages, AI, IoT, web development and design, cybersecurity, and data privacy. The training programme will be delivered in a blended format by certified trainers with hands-on experience.

Aiming at protecting fundamental rights and democracy in digital education, that’s for sure. What about the duties and obligations? What are they? All Digital’s Policy Officer Norman Röhner answers three quick questions about the new EU AI Act, which is expected to come into force by June 2024.

What are the top three implications of the EU AI Act for the adult education sector?

Firstly, the EU Artificial Intelligence Act explicitly recognises the positive impact that AI systems can have on digital education and training. They can facilitate individualised, adaptive and tailored teaching and learning offers, boosting their accessibility and effectiveness. Especially relevant for adult learners, AI can support autonomous, independent learning at the learner’s own pace.

Secondly, adult education will have a significant role in the widespread use of AI systems, due to the provisions on AI literacy which oblige developers and those who integrate AI systems into their activities (“deployers” in the language of the Act) to ensure the adequate training in the use and operation of AI systems. This includes the awareness of the impact of AI, as well as both the opportunities and risks stemming from its use.

The third implication is that the AI Act lists education and training among the fundamental rights, and places special emphasis on the rules applicable when AI is used in this area. The Act classifies as “high risk” such AI systems which are used to determine a learner’s access to education (decisions on admission), the level of education they are eligible for (placement tests), to evaluate learning outcomes (decisions on grades) or to monitor behaviour of learners during tests (proctoring, detection of cheating). These use cases are still allowed but require stringent risk assessment and curation procedures under the AI Act.

What must teachers take into account?

An important understanding for teachers is that they and their teaching institutions will have considerable responsibility in the adequate and proper use of AI tools in their work. In the first place, this means they should make themselves aware of which types of uses are allowed, which uses are banned and which uses require additional assessment steps.

As a rule of thumb, the EU AI Act in the education context places additional rules only on those AI systems which suggest or make decisions, meaning that tools which automate or ease specific tasks, such as a speech-to-text tool recording notes, do not require significant administrative steps.

In addition to a range of unethical practices, such as using AI for subliminal influencing or the exploitation of vulnerabilities, the Act places a hard restriction on AI systems that are meant to interpret or infer a person’s emotional state, specifically in the context of work and education.

However, trainers and educators should feel encouraged rather than intimidated by the AI Act’s regulation of artificial intelligence systems in education. The one crucial condition is that educators and trainers seek and receive guidance and support from their institutions and professional networks.

What must learners take into account?

Learners should be aware that the EU AI Act first and foremost seeks to protect their rights as individuals. Learning institutions have strict obligations if they want to base admission or learning outcome evaluation on AI-supported systems, offering justifications and assurances that such a system is not discriminatory.

The provision of the Act should boost learners’ confidence in engaging with AI tools in their education processes.  The Act aims to strike a balance between facilitating AI tools that increase accessibility and simplify repetitive tasks while restricting those that risk infringing on their rights or cause harm.

On the other hand, the use of AI systems to detect teachers’ conformity to previous grading patterns, for example, is an exception explicitly mentioned in the Act. This further protects learners in their rights to have access to education and to have their learning outcomes assessed fairly.

In addition, the Act’s provisions on AI literacy gives teaching institutions (as “deployers” of AI systems) the responsibility to adequately train students (as “users”) in the use of the AI tools they wish to implement in their training offers.

The Digital Educator function underpins the concept that education and training on digital competences must be delivered by skilled and qualified people. It is a sign of the maturity that the sector has achieved as a result of the ever-increasing use of digital technology, especially after the pandemic. 

The digital educator role embraces the range of people facilitating the digital training/empowering process in digital competence centres. Teachers, trainers, tutors, facilitators, moderators, assistants to all of them, instructional designers and volunteers are eligible, as long as they have been selected by an organization in one of the above roles and they work directly with users teaching and supporting them. Each centre may have a different name for this role.

Digital competence centres would have no success without their hardworking digital educators, who are in the first line of digital inclusion by eradicating the fear of using new technologies, thus bringing technology into people’s lives. They bring people online, take the fear of technology away, and teach them the right behaviour, opening new perspectives, enabling better jobs, and enhancing their communities.

Digital educators can be employed or be volunteers, but they work directly with users teaching and supporting them.

Nomination: by an ALL DIGITAL member organisation

Description: A digital resource is an online product for educational benefit, contributing to enhancing digital skills or providing an organisation with a useful tool to use with the customers or by customers directly. It should be free to use and be sustainable beyond its development (or funded) period.

The resource can be developed by:

  • an ALL DIGITAL member organisation;
  • a consortium within a project where a member organisation is a partner;
  • or an external company, if the member organisation uses it routinely within their training programmes.

Examples include, but are not limited to: a self-assessment tool, an educational game, a serious of instructional videos, an online training course or MOOC.

Assessment criteria:

  • Innovation: the resource addresses digital skills in a new way; proposes new solutions for enhancing digital skills and employability perspective; is unique in offering opportunities to upgrade skills.
  • Impact: the initiative has demonstrated evidence of positive impact on users (on their digital/entrepreneurial skills level; on their employability perspectives).
  • Scalability: the resource can be easily adapted to other audiences and/or localised.
  • Sustainability: the initiative has ensured some means of funding or a business model in the medium to long term to be able to maintain its operations and outcomes.

What we celebrate

Thousands of individuals and hundreds of organisations around Europe work daily with communities to empower citizens through technology and the Internet: from teaching digital and media literacy and online safety to helping people carry out government, financial or commercial transactions and to training in coding, robotics and cybersecurity.

These individuals and organisations often support entrepreneurship and employability in an ever-changing digital environment and labour market and unite different stakeholders in campaigns and projects that aim to ensure digital inclusion and enable digital social innovation.

ALL DIGITAL has established the Awards to recognise and celebrate their innovation, dedication and the inspiring role they play to many people.

This year like last year, ALL DIGITAL will also acknowledge the organizations that have contributed to promoting the ALL DIGITAL Weeks 2024 campaign, with special recognition for those who have been particularly effective in spreading awareness of its importance.

Good practices and nominations used to be presented on the Unite-IT e-inclusion network portal, which was the focal point of information, news, resources, database of practices and policies in Europe with specific focus on ICT for inclusion and social cohesion.

ALL DIGITAL invites European stakeholders to a networking and good practice exchange event   for setting up a network of strategic allies for green and digital employment and entrepreneurship.

The alliance is led by Green at You – Social Innovations for Inclusive Green and Digital Jobs, a project funded by the European Social Fund that aims to empower groups at risk of social exclusion by equipping them with the essential skills for green and digital jobs.

Green at You aims to develop and pilot a series of micro-credential certified training modules based on key transversal competences across the EU Competence Frameworks: EntreComp, GreenComp and DigComp. 

The networking meeting will gather stakeholders in an interactive space to provide an overview of the project, to explore together how each stakeholder can benefit from and contribute to the alliance and to exchange good practices on the topic of green and digital competences and jobs.

Green jobs alliances, national and European-level organizations, employers/companies in strategic sub-sectors, vocational education and training (VET) providers, trainers and any other stakeholders interested in making the green transition more accessible are invited to this event.

Today, ALL DIGITAL, the European association representing networks of digital education stakeholders, is pleased to announce the launch of the ALL DIGITAL Weeks 2024 campaign, the annual digital inclusion and empowerment campaign involving digital competence centres, libraries, community centres, schools and other venues across Europe.

In 2024, as in previous years, the campaign will receive support from the European Commission and will span over three weeks, from the 13th of May until the 31st of May. It will engage international and national partners, as well as participating organizations across various European countries. The campaign actions will be underpinned under the motto ‘‘Enhance your digital skills’’ which is a call to action for all European citizens and every individual living in Europe to learn new skills, both basic and advanced, to be able to face digital transformation with confidence.

The campaign will build on what was achieved in 2023 and on its contribution to the success of the European Year of Skills, promoted by the European Commission. ALL DIGITAL Weeks 2024, on the occasion of the European elections (6-9 June 2024), will put aspects of digital democracy, civic participation and social responsibility into focus, as well as cover challenges arising from disinformation online and a lack of information literacy for a large portion of Europe’s citizens are in the spotlight, as much as initiatives, solutions and tools fostering participation, equity and inclusion.

The campaign will also support the implementation of specific actions of the Digital Education Action Plan 2021-27 of the European Commission, with the main objective of enhancing digital skills and competences for the digital transformation. Many EU projects where ALL DIGITAL is involved will be presented during the campaign period to increase their visibility across Europe.

The three weeks of the campaign will focus on the following specific core themes under which all the training and events will be organised at international and national level across Europe: Digital Skills for employment, entrepreunership and innovation (reskilling and up-skilling); Digital Skills in “Equity, Diversity and Inclusion’’ (encompassing issues such as migration, democratisation, gender gap, ethnicity); DigComp, DigCompEdu and Digital Skills Certifications; Digital media literacy and disinformation; Cybersecurity and safer internet; Digital Skills for Environment and Sustainability; Digital Skills for specific sectors (education, cultural and creative industries, transportation, health…) and the application of AI (Artificial Intelligence) in education and training

How the campaign will be supported in 2024

The campaign aims to show the need for empowering all European citizens with the digital tools and skills they need in their studies, jobs, and for social inclusion. We will focus on different actions covering policy themes, European project dissemination activities, and promotion of grassroots level activities. It encourages various activities to support the Europeans who do not have enough digital skills to participate fully in society and benefit from digital transformation.

The international launch event of the campaign will be organised in Brussels on the 14th of May 2024, involving policymakers, digital education stakeholders and ALL DIGITAL members.

The campaign will be sustained and promoted with the support of selected national coordinators across Europe. The national coordinators are ALL DIGITAL present or future members that will liaise with organisations involved in digital skills, will promote the campaign across their networks, and monitor the performances at national level. They will have the role of fostering the visibility of the ALL DIGITAL Weeks in their country, and support and coordinate the local partners in the organisation of local events, training and courses which provide different population groups with digital skills and education.

We will invite international networks, umbrella organisations, or those with capacity to have a big regional or national reach to join as partners of the campaign. We ask them to support us in promoting the campaign and planned activities to their network and raise awareness on digital education issues tackled by the campaign in their country. We invite them to organize an international event in English and have it featured in the ALL DIGITAL Weeks 2024 agenda as well to encourage local organisations to add their events, courses, lectures, and training on the map of events, to showcase the concrete impact they have in enhancing teachers, students, employees, elderly people, migrants, and all groups impacted by the digital transformation. The map will be operational at the beginning of March on the ALL DIGITAL Weeks website.

We will welcome articles/blogs about the campaign with an overview of what has happened in the country, highlighting best/most interesting events. Interesting news will be published on ALL DIGITAL Weeks website and promoted through ALL DIGITAL’s social media accounts.

The Campaign

The ALL DIGITAL Weeks campaign is one of the major pan-European awareness raising campaigns on digital skills for inclusion, empowerment and employment. It is organised by ALL DIGITAL Network, and it has been running since 2010. Since then, the campaign has helped almost 1.5 million people to get online for the first time or enhance their digital skills.

The awareness-raising campaign is run at digital competence centres, libraries, community centres, schools and other venues across Europe. Every year it helps about 100,000 Europeans from 20+ European countries to learn and be inspired by what technology can do for them, focusing on the opportunities given by digital transformation and its effects. The campaign is co-funded by the European Commission (1)

The Teachers 4.0 Digital, a flagship project aimed at tackling disinformation and promoting digital literacy through education and training in European classrooms, launched its activities at the kick-off meeting in Athens, Greece on 1-2 February 2024.

ALL DIGITAL is delighted to be a part of this dynamic project consortium consisting of 17 organisationsfrom 7 countries, including renowned universities and faculties of pedagogy, public authorities in the field of education, adult education providers with extensive experience in the field of teacher training and European networks media literacy and digital skills.

Digital literacy and tackling disinformation are among the top three digital skills needed for the 21st century. Teachers need to be equipped with necessary knowledge and skills to empower their students to think critically, make informed choices online and stay safe whilst continuously building their resilience in the digital world.

Teachers 4.0 Digital offers a large-scale capacity building implementation for initial training and continuous professional development of teachers and educators across Europe with focus on Bulgaria, Cyprus, Greece, Italy, Poland and Romania.

The kick-off meeting was an opportunity for the partners to get to know each other, exchange experiences and plan the first steps towards project’s intended outcomes:

  • Development of a comprehensive curriculum that will guide teachers and educators in the ways they may cultivate to their students the necessary skills to thrive in the digital age.
  • Design of a University course on the topic of combating disinformation and digital literacy
  • Development of an e-Learning platform for the upskilling of thousands of primary and secondary school education teachers and educators that will offer the Teachers 4.0 Digital course in a blended learning format.

The ultimate aim of the project is the delivery of a large-scale upskilling activity involving over 2.000 in-service teachers/educators and teachers-to-be in the countries involved.

The project aims to create a wider impact by initiating a public debate with the involvement of all relevant stakeholders, contributing to a policy reform on digital literacy education at national and European levels, and to provide a long-term comprehensive guidance on issues relating to tackling disinformation and promoting digital literacy.

The IDEAHL digital health literacy strategy vision is to empower EU citizens in using digital tools to take a more active role in the management of their own health and well-being. It will support innovative person-centred care models using digital technologies safely while benefiting from disruptive health technology. With a vision for a healthier EU, IDEAHL will strengthen the resilience and efficiency of health systems in the face of digital transformation. It will enhance a stronger EU and government investment on dHL education, promote dHL solutions process development among stakeholders making a stronger EU.

 

The objective of the strategy is to improve dHL for the benefit of all citizens focusing on health promotion, disease prevention, treatment and (self-)care as well as on monitoring its impact on the quality of life, well-being, productivity, and the economy, taking into account geographical, social and economic determinants of inequities in digital health literacy.

 

The IDEAHL project

The project has first conducted an extensive mapping of health literacy (HL) and digital health literacy (dHL) research, initiatives, and projects in the EU and beyond. It has defined best practices and champions in these fields to foster knowledge exchange and uptake of selected practices. Building on these foundations, the IDEAHL consortium haslaunched a large co-creation process to design and plan its EU dHL Strategy. The IDEAHL project has involved over 1,400 different stakeholders from 19 target population groups, including citizens and patients, health care and social services, policy makers, non-health sectors, academia, etc. Co-creation activities were carried out in more than 10 countries. Several dHL actions have been selected based on Hanlon method to pilot dHL strategy. It will support also social innovations for person-centred care models.

The DIGITAL FIRST project “Digital tech as the first language: Informatics for digital natives”, a groundbreaking initiative aimed at shaping the future of informatics education in primary and secondary schools across Europe, launched its activities at the kick-off meeting hosted by Algebra University in Zagreb, Croatia on 22-23 January 2024.

ALL DIGITAL is delighted to be a part of this dynamic project consortium consisting of 15 organisations including universities, teacher training centers, primary and secondary schools, NGOs and a public body from 11 European countries.

DIGITAL FIRST partners are committed to work towards a transformation in informatics education to match the needs of today’s children, the digital natives, born in a digital world and arriving at school education already with certain level of digital skills. The project calls for a move from traditional approach in informatics education based on programming languages and technical knowledge to an innovative pedagogical approach focusing on computational thinking to help students learn how to address real-life challenges. The shift in education will encourage young generation to be “active creators” of the digital world, rather than “passive consumers”.

During the kick-off meeting, an enlightening exchange occurred regarding the state of informatics education in the participating countries. The discussions highlighted a wide spectrum, ranging from no systematic implementation in some countries to the presence of compulsory or elective courses at primary and secondary levels of education in others. This exchange creates a dynamic learning environment where partners have much to share and learn from each other, working on a common roadmap and ultimately benefiting from the collective outcomes of the project.

Following a research and data collection on the informatics education across Europe in the initial months, the three-year project will develop and test innovative pedagogical approaches to be piloted in Bulgaria, Croatia, Cyprus, Finland, Greece, Italy, Lithuania, Portugal, Slovenia, and Spain.

The project has a particular emphasis on capacity building of education providers and empowering teachers through plenty of learning and exchange opportunities, including a network of informatics teachers and training resources. All stakeholders will be welcome to have their say in shaping the future of informatics education through the project’s dialogue clubs to be organised in each project country. The project outcomes and collected data will also contribute to the improvement of national policies and EU level guidelines to shape the future of digital education.

In an increasingly digital world, digital well-being emerges as a crucial aspect of our interactions through digital tools. Recognised as one of the 21 key competences in DigComp, DigComp 2.2 sheds light on digital well-being across its five dimensions. Emphasising that well-being should permeate all digital interactions, ALL DIGITAL, with contributions from our member organisations Maks vzw (Belgium), CARDET (Cyprus) and Punt TIC Catalunya (Spain), has compiled an analysis paper illuminating selected facets of this broad and encompassing subject. The themes chosen, “What does DigComp understand under digital well-being”, “digital well-being at the workplace”, “well-being for educators”, and “intergenerational digital competence gaps as risk factor in safeguarding well-being”, are meant to be basis for further dialogue and development on the topic.

A key point we raise in the paper is the awareness of digital technologies not being inherently positive or negative for users’ well-being, but that it is their adequate and responsible implementation and application that determines the impact on health and well-being. We also call for moving away from a view of offline and online world as separate entities and to increasingly approach them as intertwined and merged spheres that are to be understood as extensions of each other.

Our examination of digital well-being underscores the necessity for comprehensive, inclusive, and accessible digital competence development. Ensuring that everyone possesses at least basic digital competences is fundamental for effectively safeguarding and enhancing health and well-being in digital environments. Likewise, individuals involved in developing digital solutions, managing teams, educating others, and shaping policies must possess at least intermediate proficiency in digital health and well-being. This proficiency is crucial for acknowledging the associated responsibilities in their respective roles, encompassing the development of digital solutions, establishment of digital work procedures, teaching, and formulation of policies and regulations fostering well-being for all in the current and future digital landscapes.

The Erasmus+ programme has played a key role in the success of education, training and skills development since its initial creation as a follow-up to the Lifelong Learning Programme 2007-2013.

ALL DIGITAL welcomes the increase in its budget and the focus of its priorities when it renewed for the period 2021-2027.

The programme’s four core priorities – inclusion and diversity, digital transformation, combating climate change and citizen participation – are perfectly in line with ALL DIGITAL’s objectives as a pan-European network of e-skills stakeholders.

These priorities rely on adequate widespread digital competences for their successful implementation, while being mutual requirements that interact holistically. ALL DIGITAL endorses the alignment of the Erasmus+ programme with the Digital Education Action Plan (2021-2027) and stresses the importance of enhancing digital skills for all in the context of digital transformation.

The Erasmus+ programme should give greater priority to initiatives aimed at closing the skills gap among those with the least access to formal education.

The emphasis on inclusion and diversity in the Erasmus+ programme is welcomed, as is the importance of non-formal learning in developing social, intercultural, critical thinking and media literacy skills.

ALL DIGITAL calls on policy makers to ensure that the Erasmus+ programme maintains and improves its principles to meet the urgent needs for skills development in the age of digital transformation.

 ALL DIGITAL Response to the Adoption of the Council’s Digital Education Package

On 23 November 2023, the Council of the European Union adopted two recommendations on digital education, concluding actions 1 (Council Recommendation on key enabling factors for successful digital education)  and 10 (Council Recommendation on improving the provision of digital skills in education and training) of the Digital Education Action Plan (2021-2027).

ALL DIGITAL, the European network of digital education stakeholders, welcomes this important initiative aimed at equipping Europeans with the digital skills needed for a successful digital transition.

ALL DIGITAL encourages Member States to implement these recommendations rapidly. The documents adopted cover two important aspects of the development of digital skills, namely adapting our education and training systems to digital technologies and improving the digital skills of all.

Although the texts have broadened their scope to include skills beyond technical competencies, they also weaken their potential impact by leaving Member State participation to voluntary initiatives.

ALL DIGITAL calls on the Member States to implement the recommendations in full, in line with the ALL DIGITAL Manifesto, and we stand ready to support efforts to develop digital skills in Europe.

In a frame of late summer days, the ALL DIGITAL Summit titled “Skills for digital tomorrow” took place in Zagreb. A gathering of innovators, enthusiasts, professionals and experts in the digital skills and education sector, has met in the Croatian capital between 25-27 September to discuss extremely relevant global issues in the digital .

The event provided a platform for the 238 participants to gain valuable insights, exchange ideas, and create meaningful connections. The AD Summit welcomed various topics and events, among which can be found four workshops (RAYUELA, AI4AL, CrAL, ACTIon, and EntreComp); panels on the most varied topics on digital education, keynote speeches from policymakers, academics and industry’s representatives, lectures sessions on Digital Transformation and lightning talks session from ALL DIGITAL members and partner organisations.

Coronated by the ALL DIGITAL Awards 2023 ceremony and the announcement of the next ALL DIGITAL Summit 2024 in Madrid, the event was a success from all points of view. Thank you all for the great support and collaboration, without which none of this could have been possible.

E-XAM is a company whose aim is to conduct certified training and examinations in the field of Information and Communication Technologies. E-XAM have been operating in the validation and certification market since 2015, continuously developing the services they offer. Their goal is for society to improve its digital competencies, skills and knowledge. E-XAM specialize in conducting the validation and certification process of digital competencies in accordance with the Digital Competence Framework for Citizens (DigComp). In June 2023, based on the administrative decision of the Minister of Digitization, E-XAM obtained a licence to certify the market qualification “IT Competence Certificate – Basic Level”. While they offer certificates developed by external organizations, they are also working on developing their own examination system (TDCE – The Digital Competence Exam), which they plan to launch by the end of 2023, with the certification of participants planned for 2024.
